I don't think any military power or crew or anything can stand up to the 5 Gorosei, the GKs and the Imu straight up. You could even say that a big reason why anything in Elbaf is going the way it is is because of Dragon's actions. Starting to think Imu is a devil from the first world who inhabited the body of Lily, much like how Ragnir came to inhabit Elbaph's hammer, not by a fruit. Which could make a distinction between inheritance and devil fruits. Where devil fruits cleanse the ego from their original owner, allowing only the will to be passed on. However, there is another way, the original way where someone could inherit all of someone, will and ego. The flashback is Lily, which is now Imu containing a devil of the first world who lost to Nika (and Elbaph?). Lily is now an amalgam of herself and the devil Imu, but not entirely gone either. Imu has access to parts of Lily, but parts of her memories were extracted from her by the paw paw power so Imu does not currently have them. We know Imu the devil can inhabit bodies, if he inhabited Lily as she made her way back to Alabasta while Imu's original body was destroyed, that could explain a few things, such as how Joyboy died. Lily returned, piloted by Imu and killed him with a sneak attack. This would mirror Gunko's situation with Brook, the difference being that when Imu's real body died, their minds melded together, creating an Imu with a love and hate for Joyboy.
