Imu called Omen his military might, but also that it was something that existed in everything. Call back to Imu being "the world" then the passage from the mural about the forest god, devil fruits and Imu's "akuma no mi" it kinda starts coming together. Imu is somehow connected to the world itself, or rather he can utilize energy from the planet itself. That same energy is crystalized in devil fruits, making Omen/Maki a power of the land itself. In which case, Imu is possibly especially strong on Elbaph due to the energy which is abundant there, maybe even why Mu had to shed it's shell to contain it.
