By the time Deku was finally ready to make a move he couldn't even properly admit he likes her like an adult and ended up just saying he wants to talk to her more and give her a bro handshake. Ochaco is the same for leaving that party moping and complaining that she wanted to talk to him and had to have a dead teenager physically push her his way instead of deciding to go to him on her own like an adult. It's all a matter of convenience for Deku's ego. In order to prevent Deku falling way too far behind socially from his old classmates, all of class 1-A were universally uninterested in getting romance because if Deku had to wait until he was 25 to finally have the guts to admit he likes someone then conveniently everyone else won't even be interested in dating at all, even kamijirou broke the 4th wall to mock the idea of dating each other. It doesn't change that Deku's still a make-a-wish charity case of Bakugo who forced everyone to chip in financially for the suit that helps him play hero on weekends. Deku not being involved in the suit's creation is the final humiliation and why he will never truly have dignity as the MC again. His lack of action was excusable when he was a bullied middle schooler but we at least got to see why he earned OFA with his hero otaku passion. I don't like Mirio as a person but he was still a better hero than Deku in a single arc after putting up a good fight despite losing his quirk. Flash forward to Eri training at her own pace to bring back Mirio's quirk versus sacrificing her quirk forever just to save Deku's arms, it became clear that Deku is a parasite who receives more than he gives back from pretty much everyone. It's implicitly implied that the world owes Deku everything he wants because he grew up without a dad and was bullied in middle school.

I'm happy with MHA as a whole. It had a satisfying end, which not every manga can boast that (see CSM and others).
They never answer the question of what is done about people who can't be quirk rehabilitated as children so I'm going to assume they're euthanized as a final solution and that is why the country is at "peace" and why Ochaco who can't cope with the horrors of this new reality is now mentally ill.
