Do non English speakers debate Subs vs Dubs or is that purely a weeaboo activity?

Has dubbing gotten better, or has aggressive "Localization" made it worse?

But yes, OP. The sub vs. dub debate exists pretty much exclusively among English language speakers. And a minority of them at that, given that the majority of them watch in dub and have done so since childhood. The fact is that there is a conversation to be had about the merits of dubbed anime, and that dubbing in general has gotten a LOT better over the years, but that conversation is never going to be productive because people are too set in their ways to entertain the other side of the argument.

It probably depends on whether their country of origin has a strong dubbing culture.
Mine doesn't, so everyone watches foreign media subbed and will look at you weird if you even mention dubs.

This. Modern English dubs are massively superior: both in terms of localizing the material without butchering or changing it entirely, and in terms of the average quality of the voice actors in the industry. The Hyakkano dub consists mostly of smaller, newer actresses and it's spectacular. You would never see that from a dub filled with such new talent 15 years ago.

OP here, i haven't actually watched anime in like, 10 years except that cycling twink anime. I grew up with 240p fansubs downloaded from VUZE, the dubs were unwatchable back then.

Localizations used to be WAY worse, but the acting in American dubs has gone through phases of getting better and worse depending on how much money licensors felt like throwing at it, whether the dubbing studios within their budget had a network of actually skilled or "local" actors, and whether those actors were anime fans themselves.
British and Canadian dubs have more consistently good acting, but there aren't that many of them, and they're still not on par with most Japanese dubs.

it depends on your target audience, children and tastes casuals will eat anything in front of them, people with expierence would probably stick to the format they know providing the quality has dropped substantially or it has been made for a completely different group of people, I personally haven't watch dubs since I started watching anime on the internet
