Sakura's absence in the other routes is thematically appropriate insofar as the point of the early points of HF is that Shirou was kept sane by his interactions with Taiga and Sakura, even if he sought to deny his own humanity; the events of the former half of HF force him to confront that. Sakura's absence in Fate and UBW is deliberate insofar as it points to Shirou's attempts to avoid addressing the elephant in the room (he does want to happy but keeps denying it). But aside from that, the relationship is built on plot circumstances; it's about the function Sakura plays, not her actual character traits that inform her romance.
