The reason Rito was written as a spinless loser is because the series was originally published in Weekly Shonen Jump and most teenage boys can't relate to a protagonist who can easily talk to girls. Interestingly enough, To Love-Ru ended up becoming more popular among older Otaku who would splurge their life savings on expensive BDs and merch hence the increased focus on the girls as characters even at the expense of Rito and the fact that series has many collabs with gacha games that the original target audience obviously wouldn't be playing.
