Because all of them have and continue to pose threats to humanity as a whole. Belphegor might be the most tame as he isn't an active threat but as I stated. Leviathan is key to movement for lesser demons to terrorize earth. Satan, Beelzebub, Asmodeus, and Mammon all directly interfere with and attack humanity. Lucifer wants to make his own eternal paradise on Earth but it will 100% result in a lot of death during the evolution process.

Even leaving aside their potential for harm, these demon lords are capable of doing actual good in the world but are hampered by their respective sin. When Belphegor got off his ass he managed to be a twisted form of emotional support for Josh during some of the darkest moments of his life, and Lucifer is functionally still a well intentioned angel who is rendered impotent because he insists on carrying out a rebellion that's doomed to fail.
