That way there could be more than one thing happening at a time as well, Konoha could be at war with Kumo, while at the same time Akatsuki are looking for opportunities to take out jinchuriki and execute their plan in the chaos.

And the story is more about plotting and being cool and not about everything else that comes with writing a story. Which makes me think they’re good writers making the most of nothing.
