What is the proper way to watch this series? Was going back to rewatch haruhi as I never finished in on my original watch but I don't know what order to go in. I think I watched it chrono before but after reading about broadcast I decided to give it a go but it feels really all over the place.

It was meant to be able to watch in either order, but there is a reason why they changed the order in the initial broadcast, to make it flow better as a typical series with mystery in the middle and a big final. If you go by chronological, especially if you include the second season, the pacing is all off.
Generally with most media, the publishing order is the best way to go, so you can experience the media like everyone else did.

I disagree with this. When I first watched Haruhi when it was aired, around 6 episodes were released already, thus I knew sort of what it meant to look like. Thus when I started with the "first" episode, I was so confused, I thought I downloaded the wrong anime.

It's a great introduction to the characters. A group of friends made a stupid movie, and you get to know all of them a little while they are watching it.

At an absolute minimum you should watch 4 episodes of the Endless Eight, and you should watch all 8 at least once, you lose out on a lot by just watching 2 episodes.

The alternative order seems pretty good, Im not the biggest fan of splitting up Melancholy, as I believe how watching it broken up leads a new viewer to a false impression of Haruhi being disjointed and random, when it has a quite tight stotyline, however the chronological order suffers from the side stories becoming a bit too stale when watched in succession, so I do understand why one would do this, however I would suggest that a first time viewer watches or reads Melancholy in succession in conjunction with the broadcast order, for the sake of getting a proper introduction to the series.
On top of that, this order is superior to the broadcast order and chronological order in how the moves some of the episodes to places where they fit better, such as Day of Sagittarius working better when placed before Endless Eight, as that episodes humanizes Yuki substantially and makes the viewer able to connect to her struggle in Endless Eight more effectively, or Live Alive working far better when placed towards the end as a culmination of Haruhis growth, building upon the things we learn and see from her in Melancholy V & VI and Sigh, and Someday in the Rain obviously fits perfectly as a prelude to Disappearance, and its placement in season 1 never made any sense, other than Tanigawas desire to come out with a story he felt he needed to write in order for Nagatos actions in Disappearance to be properly fleshed out, which he was right about, as without this episode we see little to none of Nagato being neglected by others, and her being a "lonely, melancholic girl", but it obviously still sticks out like a sore thumb in the middle of season 1, and is probably the biggest reason why quite a few people dont like this episode, despite its thematic excellence.

It was because of the order. The chronological order frontloads all the big stuff and then just sort of faffs around a bit without ending with anything resembling a conclusion.
