I hope the random airship is meant to foreshadow a movie set after the main story because I don't want Lucius to remain as the final villain. A movie could also take care of the issue of the corrupt nobles and the Kiras, but frankly I think Tabata probably forgot about all that stuff after the elf arc when the plot moved on to other enemies.
