The knights wouldn't have simply head out to look at a flood unless they think a witch did it. He made a incident close to the atelier so that the victims would run there for help. If he did watch it would also explain how he knew Qifrey got the bottle afterwards and set a trap afterwards.

While the story does loop around to her feels over it, she's otherwise very enthusiastic and happy most of her downtime. She's operating under the assumption that it is something that can be solved quickly. Part of it is the slow pace. The manga is extremely decompressed and doesn't rush anywhere. Coco doesn't really come to terms with the gravitas of her mother's condition until what would be like season 3 or 4 of the anime adaptation. But in a timeline sense that is only a few months, perhaps, since the incident.

Human tech was knocked down intentionally by the winners of the Witch War and the loser's descendent become bandits. The descendants of winners stay civilised and under extremely strict observation using magic to prevent rebellion. If the story last long enough and the cities grow bigger, the bandits would eventually be wiped out as the borders expand. But for now the civilised population is not large enough to need to fight for outside territory with the lawless underclass.
