Unnecessarily dedicated animation for a scene that doesn't need it, especially noticeable if it's unusually high quality compared to the rest of the animation. The example you gave does look "forced" since typically animation like that would be simpler, but it wouldn't be if the entire show was on that level of detail in every scene. Though even if it was, I think most people would consider it forced to put so much animation detail into such a mundane scene, which is more of a culture issue than an animation problem

Really, it doesn't look like the practiced motion of someone whose intent is eating...
It's so slow, it's quite a clean cut, and the climax of this is looking at two halves of it instead of doing something with it. This only works if the person is demonstrating the action to another person or something like that. It doesn't work as the act of someone eating like a normal person.
Everyone probably instinctively understands this doesnt look natural, so I'm guessing that's why people might call it forced.

It mostly refers to using an excessive amount of frames, a lot of effort, and likely a huge part of the budget on a scene that either doesn't warrant it, or that looks bad, awkward or dips into the uncanny valley, despite the time and effort put into the scene.
In fighting scenes it often ends up having the opposite effect, where something that's meant to be cool ends up looking embarrassingly juvenile and pathetic. Most modern fight scene in anime are like that, especially when you've got the stupid spinning camera, magical attacks, people jumping around like spastic retards and everything being saturated in flashing lights and CGI shit.

Nah. It's perfectly normal for a person to stand still while the wind moves their hair, and anime characters don't emote that much with their whole face to begin with. It's the hair that looks weird, particularly the bangs. The lighting is wrong and chunks of it move unnaturally, like paper.

That's just a side effect of anime-hair styles being made up of several bangs, instead of millions of single strands. It would never look "right" to your standards unless you add individual hair for that single scene(something Code Geass did once)

Not him but the angle at which the sun is casting a shadow across her neck should mean the sun is on her left side and casting a shadow across much more of her face. Not sure if that's what he means.
The hair also does move a little unnaturally based on where the wind would have to be coming from. The front part should not be lifted like that if the back part is being blown back.
But yes, still face also looks weird because even if the wind (strong enough to lift her hair like that) didn't make her wince a little or react slightly in some other way, the wind blowing hair across her eyes should at least be a little annoying.

Obviously the problem is that wind doesn't work that way. The light breeze that is moving her hair would blow in a specific direction, while her bangs are moving in many different directions so it looks unnatural.

One advantage to having fewer frames, is that your mind fills the gaps. When you actually animate those frames and end up with smooth animation, it can swing both ways. If it's competently done, it looks better. If it's done poorly, then it makes the scene look even worse than it would have looked than if it had fewer frames, because it highlights the negative qualities and poor animation.
Rotoscoping creates a similar effect if you apply it to anime characters. Even if the movement is technically realistic, it looks really fucked up when anime characters move exactly like humans.
