Why are fantasy governments always authoritarian? Wouldn't democracies be more effective at preventing corruption and spreading the prosperity of magic to everyone?

There are some groups that had representative democracies where people represented areas though those tended to be heavily setup so the only people who were allowed to run were rich from the onset.

The closest thing you want would be like merchant council states.

This, anime writers don't know enough about European history to know where representative governments come from. It would require knowledge of Classical Greece, Republican Rome, and Medieval/Renaissance Italy and Germany. That's a lot to ask of a guy who draws pictures all day.

Let's be honest, all fiction writers, no matter the genre, be it fantasy, real life or scifi, prefer to write about autocrats, because it's easier to write about a small group of relevant decision-makers who influence the story, or serve as antagonists whose demise will then improve the situation.
A democracy with checks and balances where the citizens vote about the proposals of their elected legislators is too dull and faceless for authors.

America is not a "True Democracy." Nobody is under the assumption that America is a True Democracy other than retards who flunked high school social studies. It's a system called a Federal Republic, or a Representative Democracy if you will. "And to the republic for which it stands" etc. etc.
You directly vote for your representatives, and your representatives make laws and vote for a president on your behalf. That's how a republic works. That's exactly what's detailed in our constitution for anyone to see. Anyone can apply to be a representative or a president assuming they're eligible (American citizen, certain age, etc.). Unfortunately, the voting public has been japed into believing there are only 2 options, Red or Blue, and the voting public continues to make retarded uninformed decisions. Our founding fathers even understood this, the general public is fucking stupid and can make retarded decisions on a whim because of zeitgeist or political fervor, so we need informed experienced professional men to understand the law for us and make decisions for us. That's why they didn't make the country a true democracy in the first place, because they knew the public is fucking stupid. Of course there are still problems regardless of who calls the shots, as we can clearly see, "if men were angels, no government would be necessary" and all that.

Why do you think that is the case? More than anything what changes is corruption goes from being overt to covert. Sometimes not even that.
