Both wanted to root out corruption in their respective government styles and it just so happened that they were pitched on conflicting sides while trying to do their own main quests. It's just that Reinhard (mostly) succeeded while Yang still had unrealized goals. Arguably, it's because he didn't have the ambition of Reinhard to stomp out corruption, seeing as how he was only a government dog to pay for his education from the start and got tangled up in the politics as his strategies won him recognition and infamy among political rivals. Kircheis once said that he was sure that Yang was frustrated to fight Reinhard with just a single fleet rather than the entire army. Reinhard had nobody to match him, and Yang was unmatched. Reinhard won by his subordinates, Yang denied his own victory. Neither wanted to kill the other, so the third party did it. Its also a good way to have a reason to stop writing the story.
