Azumanga Daioh's anime was in 2002 while Lucky Star was in 2007, I know it's only 5 years apart but that's precisely the moment when social media became huge and everyone started being online. You can see a similar pattern with other series. Even a series like Pokemon, which is now known for having tons of porn, had relatively few before 2006, and only has so much now because it's a long-running series so people started drawing more fanarts of the old girls too. Post-2006 you start seeing a lot more people post fanarts online, and thus a lot more people making art because now you can have this huge online fandom instead of just selling to comiket or having to get a job in the field (huge barrier of entry).

Funny you should mention Strawberry Panic, because it's a parody of a popular light novel series called Maria Watches Over Us. THAT series was patient zero for those kinds of plots. Strawberry Panic just warped it into something more comedy.
