Zombies, in general, represent dangers of conformity. This naturally would not resonate as much with Japanese.Like regardless of the actual series' quality, I think Zom 100 was semi-popular for a season because it used the zombies to represent corposlave life which is something that Japan does have issues with.

Horror in general is a less frequent genre in manga and especially anime.Within the horror genre, I think there's more of a leaning toward supernatural horror because, although Japan isn't very religious, the traditional religions of Japan assert the reality of ghosts. Vampires also get a boost from a general fascination the medium has for European aristocracy.Lastly, the Chinese state bans and heavily censors zombie stuff and China is a major market for Japanese media.
