He spent decades trying to bring Orochimaru to justice only to totally fail to bring attention of the hidden sound to his village authorities. Orochimaru attacks with impunity. I'd think more highly of him if he stepped up and felt that dealing with that fallout and protecting the village was his responsibility now. But instead he sells the elders on recruiting someone who wants nothing to do with their rotten system. Tsunade and the village almost getting subsequently killed by another of Jiraiya's mistakes is just incredible. A legacy that keeps on screwing others over.

Jiraiya feels like Kishinoto saw Master Roshi and wanted to add more stakes. He's a lecherous old man, but deep down he knows his life is full of shame and mistakes. His novels didn't take off, Tsunade didn't love him, one of his star pupils died and the other became a supervillain. His greatest contribution to the world in the end was giving Naruto guidance.
It's hard to explain exactly, but it seems to me that people who “used to be on the fast track but dropped out (or at least see themselves that way)” are projecting themselves onto Jiraiya.
