Well in that case the reason is pretty simple, Otto was on the side of killing Rui or restraining her for good because any friendly relationship with an archbishop will be a political suicide for the camp and the latest chapters do prove those fears right, while Julius was on Subaru's side of giving her a chance for redemption even if he was going about it in a roundabout way. Otto immediately understood this, and he was especially pissed because he knows no-one will take the downfall harder than Emilia's camp since it was Subaru's suggestion, Ana's camp and the others won't suffer as much if at all.

Overall it's mediocre but still fun imo, much like arc 5 it's a setup arc for the most part and as such the payoff for a lot of plot-points is reserved for later arcs such arc 9 being the culmination for Petra becoming a full-fledged camp member. But unfortunately unlike arc 5 it's stupidly long considering arc 8 is arc 7 2.
