Those two shows are liked for completely different reasons. TTGL is a coming-of-age story that resonates with males because that's what it's supposed to do. It also has a thematic reason for there to be scantily clad situations with Yoko and Nia because Simon is also a teenager at a hormonal peak in his life who's actually seeing the world for the first time. He's been living in a hole and then has to deal with his biological drive to find another hole.

I've never watched My Dress-Up Darling because it looks like simp bait with nothing to offer me, but it seems like Marin's age is a marketing strategy. Whereas TTGL has a strong narrative reason for Simon and his love interests to be teenagers, Dress-Up Darling is meant to appeal strictly to teenagers and young men in a place where her age would be acceptable. It's titilation with no substance because the point is selling guys softcore porn. One is an intented to resonate with men (and sexual stimulation is a potential side effect), while the other is to make money by really focusing on things that will give a teen a hard-on.
