This is really interesting to me: On the left is a machine translation of Shirow's artbook Pieces Gem 01, where Shirow says he worked directly with Production IG on the cutscenes for the PS1 game, which is why they conform so closely to the manga. At the end of the page, he says he also worked with them on the initial stages of SAC, but they ended up discarding all the work he did, and he seems to be annoyed by that.The next two pages are from the official English translation of GITS:SAC Official Log 1. The character designer at Production IG, Hajime Shimomura, says that a manga-accurate design was too hard to animate for an entire TV series and they had to simplify it.
