I dislike both those options. Which is worse depends on the genre and other characteristics. Swooning pervert is better for a comedic show, even though it is very hackneyed. A chaste and oblivious protagonist is fine if the show is all action.
I like fanservice and sexuality most of the time, but it's much better when the male MC doesn't act like a spaz.
