I usually see it when an author wants to tell a post apocalyptic tale where Clarke's Third Law can be invoked. But also tie things back into what caused that fall and how the characters interact with that world by learning about the history of it and/or dealing with something left over that's causing problems. Bugle's Horn is doing that but it was clear from the beginning that things had a Sci-fi tilt towards the fantastical. How that developed is a different argument.
