He has no obvious outside help sent from Beyond the way Fugetsu does in the form of Kaiser that gets him out of martial law. For it to be Marayam you would need to buy that Beyond's man in his camp is Belerainte since he's a hunter. I like Belerainte but if his job was to stay close to Marayam to keep tabs for Beyond he royally fucked up by leaving the room. We've seen Beyond colluding with the justice bureau already, the cleaner theory is simply that they're working with Beyond and taking care of his kid. Kurapika's hunters and Marayam's own nen beast are the main reasons he's still alive, both are things Beyond had no control over.

Normal nen masters can open the valve on the faucet all they want, but the cap is blocking the flow. Someone like Meruem though doesn't have a normal faucet, he has a lot more pressure past the valve, so the output of his faucet can break the cap when he opens the valve.That said it could instead work by preventing people from opening the valve, in which case I think it would work like normal manipulation subject to things like the first come first served rule. But Kurapika would have known about that rule, which would make it so that most manipulators could make themselves immune to the chain if it worked like.
