Giving nen properties of paper sounds lame but using it in an Hatsu can be interesting. Like I imagine it to be a counter attack type hatsu, and the user has to defend the opponents attacks as the nen paper gets information about the opponent with each attack, it can be written as inscription and once there is enough information, another Hatsu activates to process the info and form a counterattack to win the fight.
