I'm on the first episode, and I'm not sure why she needs to start a special division when she already has operational clearance to assassinate foreign diplomats and can make government officials punch themselves in the face without any repercussions. Why go through the extra paper work when she already has carte blanche to do whatever she wants?

She doesn't have the clearance, just the ability. She's essentially just a freelance mercenary with a history of working for the government in that first scene, she has no official capacity or clearance just black ops wetwork.

Becoming an official team doesn't just give her more resources and government backing, it means that she no longer has to plan every job around the possibility that it will end with her employer trying to kill her to tie up a loose thread. She's useful enough that people put up with her shit, but thats not long term protection.

She's freelance, which means she only has authorization when she gets a mission and the income is inconsistent. With a proper special division, it means that she's guaranteed funding and she's clear to do whatever on every mission, as opposed to being required to beg for clearance to do so on a per-job basis.

She also gets more say over what she does and how. Freelance, she just has to accept terms. Special division, she can mostly dictate how the mission progresses as long as it's within the job specifications.

The best analogy I could think of is the assassination in the first episode is like getting a day pass for a gym. Establishing her division is like a lifetime membership. The assassination wasn't carte blanche, it was a provisional assignment. Gaining actual carte blanche or the closest thing to it is exactly why she wanted her own division. It makes things less complicated, not more.

I can't remember how the episode covered it (I think it ended up being mostly the same) but my interpretation was that, aside from that, they wanted a position that left the Major in charge. They had to work with Aramaki, who was otherwise stuck in Public Security, for their initial try, but he actually was manipulating everyone and got a much better deal in the end (left somewhat vague but presumably he was able to get it by showing off how poorly their initial work with Public Security went) that left him in charge but led to the less supervised, well funded kill team that the Major and the others wanted anyway. It was an offer they simply couldn't refuse, even though it still left him in charge when they'd hoped for being totally under their own command. That's how I interpreted the closing scene at the bar where he reveals he pulled this off, with Ishikawa saying they fell for it, because Aramaki had been scheming this the entire time, when they'd just been trying to bull headedly secure their own position.

The whole set up is to establish the kind of cynical, blase political corruption of the setting, even for our otherwise "heroic" main characters. But Aramaki and Section 9 are at least principled, which is why they can ally and work to achieve a mutual goal that they at least believe is for the public good.

It's easy to see it as

All run by Aramaki himself, of course, who'd shown the will and political savvyness to get this whole thing sorted to begin with. The Major and the other proved they were a top notch team, but Aramaki proved he's the one who should be in command because he was actually capable of navigating the political landscape and all the Major could do was use a brainwashing machine to make a Minister punch himself. That kind of skill is valuable, but only when directed by a bureaucrat like Aramaki. Thus, they're both brought under the PM's direct control, and the team under Aramaki's, with no other crosscutting hierarchies.

Rereading this page also makes things more clear: Section 9 as we know it had basically already been secretly approved. But Aramaki pretended they were still stuck with the SDF to test the Major and, presumably, also prove himself to the PM. The whole thing was a smokescreen from the beginning and they fell for it because it was all they expected to get to begin with.

It's not "zero" interest, but it's never serious, if anything he seems to think it'd be funny if Motoko and him were in love.
The closest he gets to simphood is "That's it? Nothin' else for poor old Batou?" which doesn't even necessarily mean he was expecting anything more than a big hug or something. Either way he's dealing with her departure pretty well in 1.5.

Outright simphood is something Oshii transposed from Red Spectacles, Stray Dog and the Kerberos Panzer Cops manga, where the protagonists are grade A turbo-simps.
Like, to an inhuman level. Oshii's dog gimmick isn't just for fun it's an actual point of characterization.

And as usual, he used those superficial elements of Batou's character as a justification for writing a similar character again.

Shirow is talking about how religions characterize the behavior of greater systems, and about what the Puppetmaster's own experience entails in that note. It's not clear if he also meant to describe how Motoko herself perceives the Net in that moment.

The angelic figure could just as easily be the Puppetmaster's own mental projection, because the liner note specifies that it's discovering its own "self" in that scene for the first time, aka the spiritual part of itself, aka its own ghost, through contact with the Net.
You could also argue it's her precognitive vision of her post-fusion self.
Plus, nothing suggests that Motoko has a religious background that would prime her to see a christian angel, with wings and a robe.

So there's three or four reasonable interpretations of that vision in the manga, and none of them can be transposed seamlessly onto the movie, because it never specifies if the Net is a truly spiritual thing, all we have to work with is the Puppetmaster's own vague description before it happens.

Another thing that complicates your interpretation is that, while Motoko's vision in the film does involve being bathed in light, the angel itself is a pitch-black silhouette, which suggests it could be a distinct entity.

The budget was voted by the diet, but if the mission failed, the PM would have no reason to approve and triple it.

Really, I think the only reason that things worked out for the Major was that Aramaki was already requesting a team to form Section 9 with. The PM had a competent team of mercenaries drop into his lap, with a built-in termination excuse if they got out of line because he could always still get them for the assassination at a later date, and decided to just put two and two together to give Aramaki what he wanted, himself a powerful tool for getting rid of problems, and a team that he could pressure to do stuff off the books if he needed to against his political rivals.
If they had botched the assassination, they wouldn't have been worth keeping around. But they did good work so he gave them a job.

Same. I liked that the big reason they were so screwed wasn't just numbers and firepower but because the enemy commander never underestimated them. He didn't buy it when they faked their deaths, he wasn't bolstered by them lacking their Think Tanks and he tried to fight it when the brass thought he didn't need Armor, every step of the way he was the epitome of no bullshit.
I feel kinda bad, most of the losses he took was because he was trying to take Shell Squad alive and the reason Section 9 survived is because he took them prisoner instead of killing them.

At the beginning of Super Spartan Motoko is suspicious of Aramaki until she has proof that she's getting paid.
During the chapter she's combative, not cooperative. She insults or tests him because he's a stranger that was made her boss without her familiarity. That is different from being a goofball. It is more like being a delinquent to test whether the substitute teacher has any balls.
At the end she's drunk and believes her professional life is over and that is why she's so candid and openly melancholic.
Aramaki impresses her at the end with his ability to somehow actually improve the now Section 9's clearance and autonomy.

It isn't until later chapters that their relationship becomes friendly.
Whereas Togusa and Motoko already know one another and are familiar.

Basically there's no reason to think that Togusa was just added to the team other than being somewhat newer than other members. Which could still mean that he was part of the crew for months or more.

in real life japan each prefecture has a Public Security Section, but the Tokyo Metropolitan Police District is special in that only the it becomes "the bureau" where the security police branch becomes independent. They're basically like the FBI but with less focus on ordinary criminal activities and more on activities which threaten national security, like they were the ones posted to monitor and handle the Aum cult for example.
In the GITS franchise Public Security is expanded to have a nationwide jurisdiction, with even a section that has jurisdiction abroad, and works a lot like the FBI crossed with NSA, or like China's State Security Police, except they're also FBI SWAT at the same time.
The Major's group of hot dudes was coopted into Public Section 9 by Section 9's leader Aramaki under the cover of a search and rescue squad, but what they really are is the 攻殻機動隊 or Shell Squad, a black ops squad that only answers to Aramaki and the Prime Minister above him

Motoko tries to lez out with Yo right off the bat, Aramaki mistakes Lucifer for his ex-girlfriend somehow, Raiden and Batou become best buds right away, and they share enhanced interrogation techniques. And of course the channeling agency gives them a hand.

Would also work as a crossover between the angel cop manga and the GitS film. Cyborg Yo could teach Motoko a couple things about life.
