They're there at the beginning, always threatening to lay down the law on the heroes, and they maintain their presence until the end. The last and "strongest" iteration of the Council was a huge letdown, though, serving only to show that the final villains are way stronger than them (and how the actual final boss is even further above them all).And then you have EZ's Interstellar Union Army, which has the best track record when it comes to power and action, never really losing their edge when it comes to fighting even the most powerful villains. The downside is that they're weirdly hands-off for most of the final battle until the very end, and for reasons that aren't entirely clear to me (it's been a while since I read it). Plus we learn almost jack squat about the cosmic government they work for. Still, they're decent enough in their role as a wild card group: you can never be sure whether they'll be allies or enemies when they show up.
