As a GM I really wish I could come up with fun and interesting gambles that would fit in a fantasy world and still be somewhat interactable by the players instead of them trying to roll to succeed and hoping for the best.
Funny enough tower of karma is one of the best ones to adapt to the ttrpg format.

The problem with adapting gambles to RPG players is the skill roll abstractions and testing your knowledge and planning against their reaction doesn't make for strong gambles. Spoiler is correct, along with maybe the entirety of RPG Island but it'd be hard to adapt Hangman for instance without some incredible skills as a DM. Also, easier to do so in a more intrigue-heavy system like WoD's storyteller rather than DnD (which is more fight-heavy). Essentially, it's hard to bring a complex game to a bunch of Marco's

Part of the problem is the mindgame angle, getting players cooperative and descriptive for those sorts of things are kind of hard to do in game itself. Now, if it were done in a game like G-mod though to help along with the visualization, I think that could be pretty good

I think the name and the structure itself makes it somewhat clear that the cards themselves are just a way for Baku to assert that he had absolute control over the situation. Midara realized halfway that the real game was actually not being done with the Machiavelli cards I think Probably part of the reason he decided the perfect game for Baku would be turning him into a slave for a bunch of tax evaders and psychopaths

Both, Yakou has already been charmed likely since Hangman by Usogui but wants to make it clear he's not going to be a second Kyara essentially. Yakou really is the type of guy who WOULD have killed him if he didn't have a good response, but I also think Yakou would have accepted Usogui's surrender if it came to that.

The serious answer is that it's a mix of things.
As Yakou himself mentions he wants to make sure he's not being underestimated. At some point the gang started getting closer and closer to him to the point that Kyara uses his cafe as a safe place for Kaji and Karl, and now Baku calls him up to be escorted to the next gamble.
It's like everyone is already operating under the assumption that he's under Usogui's control, and he doesn't like that. He still has his pride as a Kakerou referee first and foremost, he's supposed to be neutral and impartial particularly when it comes to members.
So it's like a "don't fuck with me" kinda thing.
He also wants to test Usogui and see if he's truly prepared for anything, because if he's going to try and take a shot at becoming number 0, it needs to be for someone who's worthy of it.

It's hard to feel too bad for him when he still for all intents and purposes (from his perspective) ruined that girl's life and tried to cover it up all this time. When he does finally own up and take responsibility he does redeem himself a bit by acknowledging that he was still a big part of why the crime went unsolved, but I dunno if that's something Baku would've predicted just from knowing Oshi wasn't the one who actually hit the woman.
