The bleachanon is right. The village system, great ninja wars and chunin exams are proof that Hashirama's vision ultimately failed. And it has to, for Naruto's story to make sense. Of course that doesn't justify Madara's chimpout but Madara still had every reason to believe that this solved nothing. I still don't think he actually wanted to destroy Konoha.
