I'm sure it made sense at the time to focus on Triela given that the second season of the anime was adapting the Pinocchio chapters, but for the larger story that's just narrative space that could have been used to build up another cyborg or move to the conclusion faster. Even if Silvia and Chiara weren't thought of in there early sections of the manga, they could have easily been given cameos in the omnibus release, which added whole extra pages and the entire "hope" chapter.
