There's a grand vision (big bridge/united Italy), but then material issues crop up (long-term wear from weather and current/refugee crisis and underdeveloped southern economy) and so rot gets in the gaps between what the politicians promised versus what they can actually deliver (contractor corruption/mafioso corruption and neofascism). The important difference is that they can just cancel the Messina bridge project. The north can't simply abandon southern Italy, or else it turns into a problem that festers and boils over like how North African migration is at least in part due to Italian imperial adventures.

Jose's negative traits were just always there, but Jean for all we can see has never hurt Enrica or Sophia when he seems to routinely disipline Rico and unlike Jose he never expresses any anger or even disapointment towards his absent father.
