For creativity’s sake, it has to be a character that was never “in the running” for joining, like Yamato, Carrot, Paulie, Tama, Bonney, Kinemon/Momo, etc. Loki and Gaimon also excluded since Luffy directly asked them as well.

I know chapter 1 teased that there will be 10 crewmates, and Loki will probably be the last true crew member - with Yamato, Law, and other figures becoming subordinate captains like Bartolomeo - but I wish the series had had a much bigger Strawhat crew.
