I think I figured out why this season felt so lackluster, and it's that the show tried to focus on four different characters with very separate stories that rarely intertwine in meaningful ways (compared to S1 keeping the focus mostly on David and Lucy). So as a consequence, everyone's arcs feel undercooked and rushed in the end, the worst being Roman doing nothing the entire season.
