Personally, I enjoy actively developed games. They are something I can always go back to. And there is a chance to participate in the development by providing the dev with ideas and feedback.

Pay closer attention to the colors in the weekly summary. You want pink (devotion/obedience increase) over purple (decrease). Increasing fear (yellow) can also help - at high values fear leads to obedience increase due to slave being afraid of punishment. You want fully restrictive rules: spare living, no sexual release (maybe with master), no speech/relationship, chastity/orgasm as punishment/reward (others may have negative effects). Confine slave (reduces health) in a cell block with a warden until it's willing to obey you. Alternatively, use personal attention to heal, which also reduces backsliding.

If you don't care about softening the slave's flaws, use PA to remove them. You can also do the shock collar "odd" trick: the collar makes slaves "odd" which can be removed in the following week for a devotion boost, next week the slave gets "odd" again if still disobedient, repeat. Slaves above -50 devotion can be tossed into a schoolroom and will slowly become more devoted, as will slaves tossed into the clinic. If your character is trained in medicine, slaves get a devotion boost when surgery is used on them - but if you do that while they're still disobedient it will increase their disobedience. This varies by procedure; generally, areola/waist are most spammable (but watch the health). Once they're done with school/clinic assign them to be maids (house servants) or fucktoys; don't let them choose their job while disobedient or devotion will decrease.

There are multiple weekly events that can raise a slave's devotion. Reduce the possibility of them triggering for other slaves by shoving those into various facilities instead of keeping them in the penthouse.

It's a "bad" game on purpose. Most trainers focus on a small amount of "targets" with specific personalities and routes to develop/change them. In a blogpost, FC dev admitted that there were already games doing that (like the classic Jack-o-Nine-Tails), and he was aiming for something more impersonal/industrial. The downside is that the most effective way to break/convert a slave, ANY slave, is the same in Free Cities. Facilities exist specifically so that multiple slaves can go through the pipeline you set up at the same time, and so that those slaves fade into the background while the weekly events happen to ones you actually care about. It's even referenced in the event where, if you take in a shelter slave as a charity case and then enslave the inspector who checks up on you, the inspector says something like "in a few weeks I'll be just another one of your broken bitches but I'll always hate you."

If you want to play FC as a more "traditional" trainer game, you need to impose limits on yourself. There's a number of unique slaves you can grab, which you could focus all of the game's resources on. Generate a version of someone IRL (or even yourself) before the game starts, then see how you can alter them. Take your randomly generated starting slaves and turn them into fanatical lieutenants. Bankroll a lab break-in, enslave the would-be rival, rescue the hostage, do things to the Smiling Man that will make up for the offense of crossing you. And sell the rest, or retire them, or whatever.

But you have to put up those barriers for yourself. It's difficult to know where to draw the line until you've already crossed it at least once. A lot of people don't appreciate when a game puts them into a position they don't like. At that point, the decision between replaying everything or dropping the thing altogether may not come out in the thing's favor.
