You have have looked this up yourself. A dork is someone who is unstylish and socially awkward. That is, someone who is a social outcast because they fail to maintain social normals, do not fit in and have few to no social skills. Generally speaking dorks are unlikeable as a result, although there are some exceptions. People can call others a dork playfully when they momentarily behave goofy or off kilter, but they aren't actually really calling them a dork. It's just hyperbole in this instances.
