I think it really depends on where you are. I'm kinda socially retarded, not a handsome guy either but I groom myself and dress well. My shithole of a country is full of people who are also socially retarded but not to the degree that I am. Anyways, I go to trips in europe once a year (mainly central and northern europe) and people usually come up and talk to me. I had strangers chatting me up in the middle of the street, asking to sit at my table at some cafe, and whatnot. I could just also ask some random stranger how I can find X place for instance or any kind of help and that's how I met people. Europeans are nice people. I heard from random, unrelated people who said that I look like a Spanish person, maybe that has something to do with it? I don't know. But honestly, it's easier for me to meet people in a foreign country than my own, as ridiculous as it sounds.

I don't wear a suit. I have a pinterest account and look up men fashion and whatnot and pick whatever that suits my body and face. I also observe people on the street. Look at men, and grade their look 1 out of 10. Try to explain why the way they dress is awesome/mid/trash. And if their look is awesome, ask if that would suit you. Then you go shopping and try 100 pieces a day until you have some good selection of clothing tailored specifically for you in your wardrobe. Aside from that, I went to a very expensive barber and asked him to do whatever he thinks is the best look for my face. I just do that haircut on my own now. Those are the basics. I also wear long, coats sometimes but that's only for winter but no suits yet.

You can go shop some good perfumes, or, you can pick whatever you like and look up on cheaper perfumes on the internet that smell like the ones you picked in person.
