I think a lot of it comes from people who are either unsuccessful by the time they hit 30, or they're married/have a job they're already going to be doing for the next few decades by that time, so they feel nothing new is going to happen. I'm excited for my 30's, I've learned a lot about life in my 20's and I'm looking forward to applying that knowledge.
