What sort of recourse do I have if I live in a large apartment complex and a dog is constantly barking whenever its owner isn't home? It's literally non stop. I've tried to talk to the front desk people, and I saw the manager putting a note thing on their door. Are they just ignoring the manager, or eating some kind of fine? I live in Maryland idk if that helps or not.
