It's a few things. Admittedly I'm not as knowledgeable as someone who's actually in the evobio field, but the big 2 things I'm aware of:

We're really good at taking care of dogs in a way we really aren't for humans. A working dog (and most who aren't) is guaranteed plenty of food designed for their enjoyment and nutrition, comfortable and safe housing, and decently comprehensive healthcare. This is not guaranteed for a human who works full-time, and in some places even if they work several part-time jobs at once.
Therefore, a human must be capable of a broader range of skills: budgeting, nutrition, apartment-hunting, basic preventative care, and so on, *in addition* to whatever they're specialized for. Humans wealthy enough to not require these skills rarely have their lineage last long enough in that position to be able to capitalize on it - our best attempt is royalty, and, well, you see how that's going. Regardless of ethics, it doesn't seem likely to be effective.

Tolkien couldn't have written the theory of relativity, Einstein couldn't have composed Moonlight Sonata, and Beethoven couldn't have penned Lord of the Rings. Plus, intelligence styles are often outdated: portraiture overtaken by cameras, computers by, well, mechanical computers. We've kept alarm dog breeds around in the days of digital sensors and make sure to keep them well, despite their relative uselessness. But would we take care of a useless breed of humans? We barely do when we're just a single general-purpose breed. Regardless of effectiveness, it's unlikely to be ethical.

Let’s take the politics out of it and go back to the basics of biology.

Take two populations of the same species. Not humans- let’s say rabbits.

Isolate them genetically for a significant period (usually such isolation is caused by geography but it doesn’t matter why so long as interbreeding is minimal and is over enough generations for natural selection and genetic drift to occur).

Will there be a divergence of traits between the two populations?

The answer is yes, of course. Some traits will diverge becasue of natural selection, some because of sexual selection and some just becasue of genetic drift.

After all that is how evolution works - it simply must be the case.

Evolution isn’t just about when two populations diverge so greatly that a new species or sub-species forms - it’ happening daily for all sorts of traits and characteristics of an animal.

And the traits that most directly impact on fitness will tend to be subject to strong selection.

So wind it back to humans.

Have certain populations of humans being genetically isolated from each other for many generations?

Yes. We tend to call them ethnicities.

Will their traits vary as between population groups?

Yes. Hair type, blood group, eye colour, facial features, ability to digest certain foods, average height, body shape etc. All these traits demonstrably differ between ethnic groups.

Is intelligence a trait of humans that will likewise vary?

You can logically only choose one answer:

A) Yes - and as intelligence is one of a human’s key traits it is likely to be selected for quite strongly in different environments and communities,

B) No - intelligence is a special trait - alone amongst all traits it’s not possible for it to vary between groups at all - all groups of human beings have the same average intelligence.

If you pick B fine, but don’t expect to pass a biology class any time soon.

All observations point to all traits being governed by evolution, with no exceptions. Therefore, a posteriori, intelligence--being a trait--is governed by evolution. In order to argue in contradiction to this, one would need to present compelling evidence. However, all available evidence supports intelligence indeed being genetic (and hence governed by evolution). Therefore, there is no reason to believe intelligence is equal amongst all groups, and indeed multiple weighty reasons to believe it's unequal.
An analog would be observing that when you place a ball on a ramp it rolls down. It doesn't seem to matter how large or small or heavy the ball is, or even what color it is. It always rolls down. Some people have even gotten together and written equations to determine how fast the ball rolls down, and can predict balls they've never seen roll before with great accuracy. But then some day someone comes up with a special ball, he's painted it like the flag of Poland. He says if it rolls down, it'd symbolize the fall of his country, and that would be bad. Therefore, unlike all the other balls, when he places it on the ramp it will stay put! Now, when he places the ball on the ramp, would you expect it to A) Roll down, or B) Stay put? Despite this man's assurances it will stay put, you'd have to be a fool or a zealot to believe it actually will.
Intelligence is the same. It'd be convenient for society, and likely the world a much better place, if it were an exception. However, all available reasoning, observation, and deduction points that it is not, and no amount of wishful thinking will change that.
