What if orcas are actually smarter than us but they simply lack the environment and biology to develop civilization?

thats a meaningless question because intelligence is not quantifiable like a video game stat. in many ways they can be considered more intelligent than us, or vice versa. you also assume civilisation is desirable to all forms of intelligence

Cortical neurons are a hard int stat if the brains and animals capabilities are comparable and the neurons are in the right place. So a cat is definitely dumber than a dog, Both have a pretty standard carnivoran brain layout, both are terrestrial quadrupeds, both are carnivores. A dog just has extra - extra intelligence, extra social abilities. This is further supported by the dogs frontal lobes being more developed than the cats, rather than all the added neurons going to visual processing or something.

They totally fall apart as even half of an int stat if animals are incomparable.

A cetacean has a proportionally smaller frontal lobe than a primate, way smaller proportionally than a human, and has extensive structures for processing sonar, plus a mystery paralimbic system, and its von economo neurons are sparser and less well organized than ours. We don't know what the paralimbic system actually does, but it's wired into bits of the brain generally associated with empathy and spatial intelligence so you could guess that it somehow help with navigation, or, that it means cetaceans do not need to consciously think or practice to synchronize their behavior and just automatically feel it out, which would explain, well, how uniquely good they are at synchronizing their behavior.

it is entirely likely that bottlenose dolphins are less intelligent than sea otters and significantly less intelligent than orangutans and chimps. Most claims that they have language or are super smart are dubious at best and seem to come from people who are easily preoccupied by dolphin sexuality and comparing it to our own. High expectations for dolphins are, historically, rooted in programs where dolphins were sexually abused. So really, these fuckers juts want to bone a whale.
