How does a country prevent companies from leaving, even if they have given them tons of benefits (subsidies, laws that are beneficial for them, so on.) Any economic policies in particular?

John Deere is a dog shit company who scams customers every which way possible, and charges top dollar for the pleasure of being fucked in the ass.
A simple sensor needs replacing (often just to be cleaned) and the entire machine is bricked and the customer needs to pay a Deere technician $10,000 to come out and fix it, often waiting weeks.

Everything already is at basically peak efficiency. Losing the intellectual talent from the org is meaningless.

they manufacture alot of custom stuff for the military.
this is unironically a national security issue, but our government hates us

The current American trade standard is extremely asymmetric and hurtful to our own chances.

We have higher regulations than the rest of the world, which artificially raises cost to operate domestically. We have higher wages/standards. But we don't have the trade protections that we used to, which leveled the playing field and kept jobs here.

You have to raise tariffs and duties and have standards for who gets to import, or else you get this. A state that simultaneously artificially increases the cost to operate here while having no safeguards at all for outsourcing.
