To be a viable weapon you do have to have to be "refurbished" every 10 to 15 years. The pit of plutonium in the core needs to be squeezed hard to make sure it go boom but this pressure will flatten it meaning it becoming really ineffective. Plus if this has hydrogen, which if you have a nuclear bombs then every bomb should have hydrogen then you need to replace the deuterium and tritium which have a half-life of about 12.5 years.

That said, I don't believe that Russia is incapable of doing this. I could imagine that they don't bother with a bunch of them but keep a few 100 working
