The talk about "reserve' is just train of thought with no real implications. Trump just likes to talk whatever people want to hear. I can bet my life savings that there sure as hell wont be any ridicilous reserves, Trump likely thinks about those with slight embarassment, and hopes people wont try to hold him accountible for promising something so utterly ridicilous and childish thing.
