The backup plan in my country, which is far from perfect but is at least a plan, was getting as many people as possible into higher education to bolster those industries. The alternative is getting a trade skill. Electricians, carpenters, plumbers etc are some of the richest people in the country because demand for construction is sky high.
I suspect there are plenty of domestic policies like not making higher education so obscenely expensive and the lack of regulation on construction has contributed to the problems. Looking at the highest tariffs countries I think Trump really wants to get back the Lesotho diamond mining jobs and the Cambodian sweater knitting jobs for Americans.
Of course as the EU and others will target Facebook, x, Microsoft and google revenues which come from their populations the US will likely lose a bunch of tech jobs. But that is a trade that Trump is willing to take. I am sure the Americans that will lose tech jobs can find fulfilling employment pouring molten aluminum at a foundry or at new local knitting and leather stitching factory, maybe assembling toys at a production line or milking cows for replacements for Italian and french cheeses.

State is fundamentally incapable of productive action, however, normalizing taxes is still better than continuing to near-exclusively tax workers as uneven taxation distorts the economy more than more consistent taxation. Also, replacing some extant taxes with tariffs makes it more difficult for future administrations to raise the total tax burden
