Yes. Tariffs are actually a good idea when applied strategically. The reason the market didnt tank when he was saying he would tariff in retaliation is because they thought it would be rational. It was instead used as a goods deficit and not including services the USA sells to those countries.

Every country does some sort of tariff + subsidy combo on their agriculture so they dont run out of food.

the more I think about it there technically is, let me explain (someone correct me if I'm wrong)

under VAT the end-customer is the one that pays the VAT and can't reclaim it, so if a car is imported from the US to EU then the importer (a business) pays the VAT on import, then the VAT is charged to the end customer, then the customer pays the VAT which the importer pays to the government, so there is in effect a 20% sales tax on the car

when exporting goods you can always reclaim exit VAT, in addition to the components you used to create the finished product- no-one in the EU pays VAT

so for imports there is a 20% tax on the customer but for exports there is no tax, therefore VAT encourages exports and not domestic sales

this doesn't mean that sales within the EU are advantaged over US goods, only exports from the EU is better than imports because you can charge a lower price

ofc this ignores the fact that the US has its own sales taxes charged to end consumers
