Nah, they're taking their time to respond -- the reciprocatory tariffs yesterday were in answer to steel/aluminum tariffs. As for latest broad tariffs, EU has said they'd prefer a negotiated solution, but only if the deal is mutually beneficial. Otherwise, they'd go for a gradual response and keep their options open, including the ACI.
Seems to me more like they're waiting for the situation to develop and have a measured response.

Rare earths are unironically not an issue -- the US has tons of deposits of them, but we aren't able to mine them economically because of ridiculous regulations. Mining rare earths produces tons of thorium as a waste byproduct, and we classify thorium as a nuclear material so it has to be contained and handled very specifically. So any rare earth mine in the US would have to spend more money containing their thorium waste than they'd make selling the rare earths they dig up.

Literally just fix the regulation and the US would be a net exporter of rare earths, not an importer.
