There are multiple things to consider. Do you only buy stocks you intend to hold forever? Does it make sense to put more money into your poorest-performing stocks, instead of letting winners ride? Can you actually rebalance in a reasonable time frame if your top stock had gone nuclear?
If you've held onto a stock for more than 1 year, your profits would be considered qualified capital gains. Capital gains tax rates are progressive, and the first tier, up to about $40K, is taxed at 0%.
If you are worried about your gains, and you need to move around more than $40K, my suggestion is that you just bite the bullet and pay the tax. The system has been good to you, so give some back to the system. After that, regularly rebalance every year so you can avoid this in the future. One strategy I like is to rebalance into something you'd truly never sell, like an index ETF.

There's not much strategy to what I do, whatever money I can keep at the end of the month I just throw into companies with good fundamentals and hope for it to beat the s&p500, and I also try and not disperse myself in too many companies. Take a heloc on the apartments for leverage and rent them out, fund the heloc payments with rental income (deductible).
The proceeds of the heloc go to the index fund which you withdraw from. This is the most tax optimal, safe and realistic because no sale is made, banks will take it as non-volatile collateral and you cannot get margin called on it because of the law and because they don't want to deal with real estate so they avoid it at all cost. They call it "refinancing", or something. You've basically got them by the nutsack.

On the other hand, interest rates are ridiculous so getting a heloc would be very expensive.
Maybe (very questionable) to get a heloc in order to do upgrades in the apartment, but I doubt the increase in rent would make it worth it. I have the cash to do it but my mom doesn't and I'm not sure it's a good idea for me to put money into it.

You're wrong about rates, you don't take fixed rate heloc but variable rate. Fixed rate is basically variable rate plus insurance.
Rates go up when inflation goes up and your property price goes up with inflation. Rent is a % of your property price which depends on the region. In other words, it's all baked in. When inflation comes down, rates come down too which will impact liquidity of the property but not price as marked by the bank.
