You can see tons of stores that have lost up to six figures in assets due to Paypal policy. But here's the reality, Paypal is the most widely accepted non credit card payment platform in the West. There are a couple competitors in the space, but in reality if you're not using credit card online then it's likely Paypal. Credit on the other hand is already controlled and has been for some time. Pretty much any payment platform will do this because there are massive punishments for not following the Federal policy and facilitating their usage of Fed money. Google and most Tech companies think they can handle this but then they realize that the actual management of these platforms is far more than they are used to, and even more horrifying largely require real meat to work the cases. Not only that LEGALLY speaking they are required to provide a PHONE with a human that can be reached for problems. Google quite literally does not do this. When I worked at MSFT the main reason we won contracts was that Google was obsessed with customer interactions having humans. They hate it. It's why they still fail massively in the enterprise space despite being literally set up to win (Android is far cheaper than iOS has the same featureset and management engines, and has cheaper hardware that can be used by schools). Google is allergic to actually running as a business. Their primary wins have always been isolating the consumer space and then they stole a generation of MSFT Office users with a better online version.

Paypal may have a shit UI, but it's got volume and users that love it. Then they bought Venmo to protect themselves on the mobile front. The fact is payments is OWNED by credit cards and big tech is going to be trying for decades to get in and own it.

Credit companies have been doing this since day 1. Google and Apple want to monetize transactions because right now they lead TRILLIONS of customers to places where they exit and give someone else their money (and they get none of it). They are far too immature in the space to have any real network so they typically sign on and make their own credit card in order to get people into the platform (and maintain a presence in a legacy market they want a slice of). The deal for their cut tho is negotiated with the credit company and they still get a cut.
