Yea the freight train is in motion. However the retail sector is still a mixed bag. In europe, austrailia, and asia they cannot keep inventory in stock. In the US there are still a large amount of boomers selling around the $100 level who have been holding since $13 an ounce. Refinery backlogs are also an issue which is why junk silver and sterling are a hard sell at the moment. Ultimately price is going much higher.

Silver tarnish is caused by the silver's surface taking in sulfur ions. Unlike ferric rust, silver tarnish is easily reversible. The sulfur ions can easily be pulled out of the silver by placing a piece of aluminum foil on the bottom of a glass baking pan, then adding water and stirring in baking soda. You can look up the exact measurements.

When you do this, the aluminum foil becomes tarnished as the silver becomes shiny. It's fun to watch.
