Uh no, shutting in wells is common. The issue is slowing and stopping the circulation of fluid out of and back into the reservoir. Its a continuous fluid cycle oil/water/gas out and water and sometimes gas back in to manage reservoir pressures and flow through the reservoir. The monitor pressures and flow from, to, and between wells, to maximize oil/gas recovery. Shutting down the flows can cause problems getting the whole system back up and running again. Russia had to do the same think a few months after the Ukrain invasion, but with proper management its not that big of a deal. When oil is produced the water and gas is separated and chemicals are added to the oil to stablize it for transport through piplelines. The constant flow of how oil keeps the oil in the pipelines flowing, but if the pipelines are shut down oil can cool and form waxes or other buildups and clog up the lines blocking or restructing flow during restart. They can add more chemicals, and clean the shit out and it takes more time and money if they do not do it well, but they will get if flowing again.

The intent of the original wait period for inclusion on the SP500 was to ensure that, unlike the NASDAQ, a period (i.e. several quarters) where a potential addition could demonstrate stability and positive earnings. The assumption being that on the whole companies that could bring in positive cashflow must be providing to the overall economy at scale, to make it an appropriate representative of the current economy as a whole.

The SP500 does not, or did not in the not too recent past, care about including speculative bets until public markets and price discovery could find some equilibrium away from the shenanigans private markets can play with "valuations" with incredibly restrictive floats and access to internal financials.

SpaceX, Anthropic, OpenAI, etc. will be about 4-8% of the SP500 by weight with 1 trillion dollar IPOs. If they plummet by 50% for the rest of the year that will represent what is effectively a cut from all index investors of 2-4%. Hard to notice but a very large loss overall to the larger public that relies on that for their retirement. And there seem to be no guard rails from doing this over and over again until "11% historic returns" becomes "5% historic returns" from these targeted IPOs making the returns identical to just holding bonds.

The "counter strategy" that will show up will be for funds to start placing their own rules on when they rebalance such as "need to have certain float" or they might short ALL IPOs for the first few months anyway if they are also included on such short time scales. But all this will require more active work and staff from these funds which will lead to increase fund fees.
