Also there was nowhere to just 'grab' fish that started to rot, the way you got fish is by going out and fishing for it

In a pre-modern context, food which could be preserved was very valuable and so you'd have fishermen go out specifically to get fish in order to make Narezushi
There weren't huge fishmongers in Medieval Japan who decided to turn the fish that didn't sell that day into Narezushi
